Accused Somali Killer not Legally Sane

The Somali man stabbed several people in a tram in Oslo, killing one. Now, he does not get jail, and may even receive compensation for the way he was treated at the hospital:

A Norwegian-Somalian who went amok on an Oslo tram last August, killing one and injuring five with a combat knife, has been assessed as psychotic and cannot serve prison time. Forensic psychiatrists say the 41-year-old man was psychotic when the crimes were committed and is still psychotic and recommend he receive treatment for at least five years. He stands charged with one count of murder and five counts of attempted murder. The 41-year-old was seated in the front of the tram and suddenly stood up and began methodically stabbing passengers. The driver stopped and opened the doors to help people escape and the assailant ran off. The man was a known 'ticking bomb'. He had been released from the psychiatric polyclinic at Ullevål University Hospital four days before the tram attack. Bache-Wiig is still considering suing Ullevål for compensation for the way her client was treated.

Maybe sometime after she gets done screaming about her client's rights, but before she sets herself to the business of counting her money, Heidi Bache-Wiig can pause for a moment to consider the rights of the average Norwegian not to have a sharpened piece of metal driven between his or her ribs.

"There are all kinds of rules and exeptions for the perpetrators, a sentence is NEVER served fully. If they are to be expelled afterwards they get 30% rebate, the time they sit in prison before and during the trial gets deducted also, good behavior also gets deducted and so on. The two guys that killed the Italian tourist were due to 10 years each, but end up at 3 years! If the perpetrator is considered abnormal, he rarely gets a prison sentence but a "treatment-punishment".
But the victims receives the FULL BLOW!!! No rebate for them. Perhaps a monetary compensation, perhaps some consultations with a psychotherapist. But their life is changed - for the worse.... "

That was a cool idea since everybody else is organized in some way - especially here in Denmark! The nearest thing they have is groups for overcoming the trauma, not NGO's. They just vote for a political party that wants tougher laws.. Cool idea. Thank You.

When I was back for a visit in 2002, there were newspapers headlines "No Room in Mental Hospitals".

Is that why this guy was back out on the streets?
